Joel E. Barthelemy

Founder and Chief Executive Officer

Joel E. Barthelemy, Founder and CEO of Scottsdale-based GlobalMed, has a vision of quality, timely care for all through connected health.

. Barthelemy has spent the last 16 of his 30+ years in the technology industry focused on the development of connected health systems. Under Barthelemy’s leadership, GlobalMed uniquely stands as the only telemedicine provider to complete all parts of the process in-house, from inception to distribution. He actively inspires the design and implementation of these effective and high-functioning telemedicine engines (both software and hardware), consistently simplifying the care delivery process within government, clinical, and commercial settings. Barthelemy has been recognized as an outstanding innovator, community advocate, and a high-growth technology company leader. Active in his community and industry, he currently sits on the board of Sun Health Services, the Arizona Bio Industry, and the ASU Health Futures Council, is an Ambassador to the Veterans’ Medical Leadership Council, and is a board advisor for SEE4Vets. In the past, Barthelemy has served as a board member at the American Telemedicine Association (ATA), where he chaired the ATA’s Industry Council, and was a board member of the Visual Communications Industry Group. Barthelemy and GlobalMed annually give back to the community through generous commitments to programs such as Toys for Tots, the Jennifer Lopez Family Foundation, Blanket the City, the Wounded Warrior Project, the Diaper Bank of Central Arizona, the American Heart Association, the United Blood Services Blood Drive, Phoenix Theatre, Celebrity Fight Night/Mohamed Ali Parkinson’s Foundation, the Andrea Bocelli Foundation, and Teen Lifeline. He attended both St. Cloud State University and the Thunderbird School of International Management and received an honorable discharge as a non-commissioned officer from the United States Marine Corp Reserves.

Tom Martin

Chief Operating Officer
Chief of Staff

Prior to joining GlobalMed, Tom held various leadership positions for several fortune 100 companies such as American Express and Boeing. 

Most recently, he held the position Sr. Manager of Operations Enablement for one of American Express’ largest revenue-driving organizations in Commercial Acquisitions and Account Development.  Prior to American Express, Tom spent 8 years with Boeing where he held multiple positions in Leadership, Program Management, Engineering, and Global Support.

Tom is an Army Veteran and served 8 years in the National Guard as a Crew Chief on the Apache Helicopter. He had a combat tour in support of Operation Enduring Freedom in Afghanistan. Tom holds two Bachelors of Science degrees in Technical & Business Management and Aeronautics. He holds several IT certifications (ITIL & Cobit 5), as well as, Certification in Leadership from Harvard. Tom lives in North Phoenix with his wife Katie and children and spends his free time attending sporting events and outdoor activities. He is an Arizona Cardinals fan and spends time supporting veteran organizations, victims of abuse & addiction, and charities through his church.

Michael D. Harris, CHA, PMP

Chief Innovation Officer

As Chief Innovation Officer, Michael D. Harris is GlobalMed’s principal design lead and product theorist.

With over 25 years of patented product design and development and several thriving companies under his belt, Harris is dedicated to the craft of innovative product design and philosophies such as the User Interface Theory. As the internet was cutting its teeth in the early 90s, Mr. Harris was designing websites and developing h.324/323 video conferencing and desktop sharing GUI. At GlobalMed, Mr. Harris is responsible for software application GUI and medical device design. Harris was also a founder and president of several technology companies that include: iREZ Research Corp., which was the first company to introduce a mobile video camera to the Macintosh Laptop; Harris Laboratories, Inc., a fabricator of solid-state memory devices and processor accelerators, and VideoLabs, Inc.,(NASDAQ: VLAB) as the Director of Digital Technologies and Director of Marketing. VideoLabs developed one of the first generations of professional desktop video collaboration and video conferencing applications. Michael completed the Electronic Engineering program at North Central Technical Institute and went on to study Music and Mathematics at the University of Wisconsin and Computer Sciences at the University of Minnesota. He completed post-graduate work while attending Katholieke Hogeschool Brugge-Oostende in Belgium, in Industrial Engineering Sciences.

Chokha Palayamkottai

Chief Technology Officer

As Chief Technology Officer, Chokha oversees all aspects of software engineering and technology delivery capabilities, bringing innovation in the areas of unified communications, artificial intelligence, distributed systems, blockchain, cloud, and parallel computing. 

Chokha is also responsible for leveraging emerging technologies to bring the newest and cutting-edge capabilities to GlobalMed’s well-adopted platform addressing complex, high-acuity environments throughout the complete healthcare continuum.

Chokha was most recently CTO of Amsys Group where he led the development and implementation of AMSYS’s blockchain product strategy, AMCHART health platform and AMSYS Capital software platform. Chokha was responsible for managing Amchart’s technology partnerships and senior-level relationships with leading and emerging technology companies, and he led HealthConnexx (an AMSYS company) technology initiatives and partnerships. Additionally, he developed Amsys’s Digital Asset Fund platform to trade digital assets based on complex quant algorithms and architected Amsys’s on-prem infrastructure which was instrumental in launching big data and distributed services division and played a key role in the company’s technology business during the major transitions to distributed computing and data driven products.

Previously, Chokha has been a CTO, advisor and mentor for various startups and has a patent pending invention for a system to treat Alzheimer’s disease using Stroboscopic light therapy and data capture. He has been responsible for developing three new blockchain based businesses in the area of healthcare, supply chain and secure communication.

Chokha has worked with several Fortune 500 companies including IBM, Cisco and Perficient as a Principal Architect delivering solutions to clients like Caterpillar and Etsy.

Chokha was a mentor at a leading startup accelerator Kyyba Xcelerator and was part of the TiE Charter Member – largest non-profit organization for entrepreneurs and a co-chair for Artificial Intelligence track for TiE Midwest region.

Dean Smith, MD

Chief Medical Officer

Dr. Smith brings to GlobalMed nearly two decades of telehealth, medical informatics, and clinical and operational leadership experience from the U.S. Department of State, Bureau of Medical Services.

Dr. Smith, a licensed, board-certified physician, has held positions in the U.S. State Department since 2000. From 2008-2018, he served as the department’s Senior Advisor for Medical Informatics. In that role, he provided oversight and clinical informatics expertise to the teams responsible for creating a healthcare delivery model for State Department employees based on a secure, global telehealth solution. Together, Dr. Smith and his team successfully implemented an electronic prescribing solution; enhanced cybersecurity and HIPAA compliance of health information systems at the State Department; and upgraded all health information systems to the latest coding standards, including ICD-10. Prior to joining the State Department, Dr. Smith delivered ambulatory, acute and intensive care in Bend, Oregon, and Missoula, Montana. He was also an emergency department physician at Valley Medical Center in Renton, Washington, and served as a Lieutenant Commander in the U.S. Public Health Service. While with the State Department, Dr. Smith led a team that implemented synchronous telemedicine at U.S. diplomatic missions worldwide. They also developed a Medical Capability Information database of global medical resources with algorithms for the management of over 40 common diseases. Dr. Smith has also served as Principal Deputy Medical Director and Regional Medical Manager for Asia of the State Department. Previous to this, he was the Chief of Examinations Clinic where he managed an outpatient clinic that provided over 4,000 executive examinations per year. In the same period, he served as physician to Secretary of State Condoleezza Rice when she traveled abroad. At various times in his career, Dr. Smith oversaw clinic operations at U.S. diplomatic facilities in Russia, Peru and Iraq. Dr. Smith earned his medical degree from the Medical College of Wisconsin and completed his residency in internal medicine at the University of Washington. He holds a Master’s degree in biomedical informatics from Oregon Health & Science University.

Brian Blakley

Chief Information Security Officer

To couple with over 25 years of practical experience, Mr. Blakley has earned a BS Degree in Information Systems and Business, as well as multiple certifications and designations including:

Brian has provided strategy and leadership in IT and Information Security engagements for a wide variety of industries in predominantly mid-market and enterprise organizations. All while founding seven IT and information security firms over the last 20 years that he eventually sold and exited.  Additionally, Mr. Blakley has been directly involved in several acquisitions over the years as a buyer, seller and adviser.

Patty Blegen

Vice President of Human Capital Management

Patty is responsible for the company’s staffing model and the operations of recruitment, training and management of employees.

She also leads employee engagement and retention programs. She brings to the role nearly 20 years of professional HR experience in the areas of employee relations, benefits, recruitment, training, and development.

Effectively balancing big picture thinking and strategic hands-on execution has allowed her to successfully develop and improveprocedures and create a positive and collaborative company culture. Prior to GlobalMed, Patty held HR roles with fortune 500 companies such as Securian Financial and GEA and for nearly a decade served as HR Director for a company providing services to adults and children with developmental disabilities. She attended Minnesota State University-Mankato where she majored in Psychology. A Minnesota native, Patty enjoys many outdoor activities including biking, alpine skiing, fishing and time at her family’s cabin in northern Minnesota. She has one son, Ben, and lives in Scottsdale with her partner Jeff and her Labrador, Riley.

Kate Lunt

Vice President of Marketing

For over 20 years, Kate has been driving revenue growth for B2B, B2C, and nonprofit organizations by leading and executing digital and traditional marketing, branding, and communication strategies.

She began her career by working as a marketing assistant for Dennis Conner, the 4-time winning America’s Cup skipper. Kate then spent ten years with a consumer electronics company in various marketing roles serving both consumer and commercial markets, followed by a short time in financial services marketing leadership.

She landed in healthcare technology eight years ago through a marketing development role at a nonprofit behavioral health provider, which led to managing marketing for a behavioral health software solutions company. Before GlobalMed, Kate served as the head of US marketing for a global population health management company. She has further used her experience to provide a wide range of marketing services and strategic guidance for health information exchange and healthcare privacy and security companies, and previously served on the board of the Arizona Chapter of HIMSS leading marketing, events, and sponsorship initiatives.
