Joel E. Barthelemy, Founder and CEO of Scottsdale-based GlobalMed, has a vision of quality, timely care for all through connected health.
Barthelemy has spent the last 21 of his 30+ years in the technology industry focused on the development of connected health systems. Under Barthelemy’s leadership, GlobalMed uniquely stands as the only telemedicine provider to complete all parts of the process in-house, from inception to distribution. He actively inspires the design and implementation of these effective and high-functioning telemedicine engines (both software and hardware), consistently simplifying the care delivery process within government, clinical, and commercial settings. Barthelemy has been recognized as an outstanding innovator, community advocate, a high-growth technology company leader, and he received an honorable discharge as a non-commissioned officer from the United States Marine Corp Reserves. Active in his community and industry, he currently sits on the board of Sun Health Services, the Arizona Bio Industry, and the ASU Health Futures Council, is an Ambassador to the Veterans’ Medical Leadership Council, and is a board advisor for SEE4Vets. In the past, Barthelemy has served as a board member at the American Telemedicine Association (ATA), where he chaired the ATA’s Industry Council, and was a board member of the Visual Communications Industry Group. Barthelemy and GlobalMed annually give back to the community through generous commitments to programs such as Toys for Tots, the Jennifer Lopez Family Foundation, Blanket the City, the Wounded Warrior Project, the Diaper Bank of Central Arizona, the American Heart Association, the United Blood Services Blood Drive, Phoenix Theatre, Celebrity Fight Night/Mohamed Ali Parkinson’s Foundation, the Andrea Bocelli Foundation, and Teen Lifeline. He attended both St. Cloud State University and the Thunderbird School of International Management.
Chief Operating Officer
As Chief Operating Officer, Donna is responsible for overseeing day-to-day operations, leading the strategic goals and aligning key functional areas within GlobalMed.
Donna was most recently the Chief Operating Officer at Propertybase, a leading SaaS company in the real estate and mortgage industries. She provided cross-functional leadership at a pivotal point in the evolution of the company as it combined 5 acquisitions. Herfocus was on scaling the business through an accelerated growth phase while simultaneously integrating products, systems, people, processes and brands. It was sold to Stone Point Capital at the end of August.
Prior to that, Donna was the Chief Strategy Officer at Total Transit Inc. Early in her tenure there, the industry was rocked by unprecedented disruption by Uber and Lyft. In response, Veyo was built from the ground up as a tech company revolutionizing the healthcare logistics industry with it’s mobile and cloud-based technologies that deliver real-time data analytics, coupled with a transformational delivery model to increase access to care. Veyo serves Managed Care Organizations, State Medicaid agencies and commercial payers. Earlier in her career, Donna held leadership positions for VistaCare, the 3rd largest national Hospice provider and Loyola University and Medical Center in Chicago.
Donna received a Bachelor’s degree from the Art Institute of Chicago, a Master’s in Organizational Development from Loyola University Chicago and completed the Executive Education Program in Finance from Harvard University.
Michael D. Harris, CHA, PMP
Chief Innovation Officer
As Chief Innovation Officer, Michael D. Harris is GlobalMed’s principal design lead and product theorist.
With over 25 years of patented product design and development and several thriving companies under his belt, Harris is dedicated to the craft of innovative product design and philosophies such as the User Interface Theory. As the internet was cutting its teeth in the early 90s, Mr. Harris was designing websites and developing h.324/323 video conferencing and desktop sharing GUI. At GlobalMed, Mr. Harris is responsible for software application GUI and medical device design. Harris was also a founder and president of several technology companies that include: iREZ Research Corp., which was the first company to introduce a mobile video camera to the Macintosh Laptop; Harris Laboratories, Inc., a fabricator of solid-state memory devices and processor accelerators, and VideoLabs, Inc.,(NASDAQ: VLAB) as the Director of Digital Technologies and Director of Marketing. VideoLabs developed one of the first generations of professional desktop video collaboration and video conferencing applications. Michael completed the Electronic Engineering program at North Central Technical Institute and went on to study Music and Mathematics at the University of Wisconsin and Computer Sciences at the University of Minnesota. He completed post-graduate work while attending Katholieke Hogeschool Brugge-Oostende in Belgium, in Industrial Engineering Sciences.
Chief Technology Officer
As Chief Technology Officer, Chokha oversees all aspects of software engineering and technology delivery capabilities, bringing innovation in the areas of
unified communications, artificial intelligence, distributed systems, blockchain, cloud, and parallel computing. Chokha is also responsible for leveraging emerging technologies to bring the newest and cutting-edge capabilities to GlobalMed’s well-adopted platform addressing complex, high-acuity environments throughout the complete healthcare continuum.
Chokha was most recently CTO of Amsys Group where he led the development and implementation of AMSYS’s blockchain product strategy, AMCHART health platform and AMSYS Capital software platform. Chokha was responsible for managing Amchart’s technology partnerships and senior-level relationships with leading and emerging technology companies, and he led HealthConnexx (an AMSYS company) technology initiatives and partnerships. Additionally, he developed Amsys’s Digital Asset Fund platform to trade digital assets based on complex quant algorithms and architected Amsys’s on-prem infrastructure which was instrumental in launching big data and distributed services division and played a key role in the company’s technology business during the major transitions to distributed computing and data driven products.
Previously, Chokha has been a CTO, advisor and mentor for various startups and has a patent pending invention for a system to treat Alzheimer’s disease using Stroboscopic light therapy and data capture. He has been responsible for developing three new blockchain based businesses in the area of healthcare, supply chain and secure communication.
Chokha has worked with several Fortune 500 companies including IBM, Cisco and Perficient as a Principal Architect delivering solutions to clients like Caterpillar and Etsy.
Chokha was a mentor at a leading startup accelerator Kyyba Xcelerator and was part of the TiE Charter Member – largest non-profit organization for entrepreneurs and a co-chair for Artificial Intelligence track for TiE Midwest region.

Senior VP, Global Commercial Sales
Julia Huls is responsible for the development and performance of sales activities for commercial markets.
She also manages reseller partnerships and plays a primary role in developing international business and is involved in all aspects of growth in the LATAM market. Prior to GlobalMed, Julia worked in medical sales, hospice and as a bi-lingual case worker for an adoption agency.Julia grew up in the Amazon Jungle of Peru. Today she lives in Scottsdale, Arizona where she enjoys spending time with her husband and family of 9 kids. She loves to travel and looks forward to every opportunity to see her family in Peru. Her favorite hobby is deep sea fishing.
Vice President, Engineering
As the VP of Engineering for GlobalMed, David leads the development of innovative virtual health products for commercial and government health care delivery.
He also oversees the development and integration of GlobalMed systems, bringing experience in developing products for austere conditions to bear on this program. David has a Bachelor’s in Mechanical Engineering from Arizona State University. He has worked in mechanical engineering and design for over 15 years, initially on the ground control side of UAVs with Kutta Technologies. David was the Chief Engineer for the seating division at ArmorWorks for 9 years managing the development and prototyping efforts of blast protective seats. He has worked with both domestic and international vehicle manufactures to integrate those seats to save the lives of soldiers on the battlefield from injuries caused by roadside bombs and mines. His team was a key player in several of the newest ground vehicles such as the ACV 1.1 for the USMC and the MPF for the US Army.
Vice President Finance/Accounting – Corporate Controller
As VP of Finance & Accounting, Guillermo is responsible for overseeing day-to-day finance operations, leading the strategic goals and aligning all accounting functions within GlobalMed.
Guillermo most recently spent 10 years at Amazon.com where he held finance & accounting positions in Seattle, London, Luxembourg and Sunnyvale CA in the areas of payroll accounting for North America, OPEX accounting for the UK, inventory for Europe and manufacturing finance for devices worldwide. Prior to that, Guillermo spent 6 years as the VP – Controller Financial Officer for Prime Time International Company in Phoenix AZ. Earlier in his career Guillermo held for 15 years controllership roles at B&J Smith Investments, Finova Capital Corporation & Verizon Wireless in Scottsdale, AZ. Guillermo received a Bachelor’s degree in finance and a Master’s Degree in business administration from UTEP/UNAM’s international program.
